EdgeProp reported on 17 October 2026, citing a bourse filing made by Bukit Sembawang Estates on the evening of 16 October 2026, that the developer proposes to acquire a 5.1ha portion of the 13ha Kallang Distripark under a conditional put-and-call agreement. The seller is Tropical Warehousing Co, which EdgeProp said is owned by members of the Lee group of companies. For an investor in industrial space, the filing reads first as a land story: it concerns how part of a long-established warehouse estate leaves industrial use, and on what lease terms.
Lease and Approvals Behind the Kallang Plan, Seen From CT FoodNEX
Tenure comes first. According to EdgeProp, the site is bounded by the Kallang River and Pelton Canal and covers roughly 51,000 sq m, including a 24,905 sq m plot with about 41 years left on its 99-year lease, which expires in 2067. A fresh 99-year lease would need in-principle approval from the Singapore Land Authority, because the existing head lease would be surrendered. Permissible gross floor area is about 74,707 sq m at a gross plot ratio of 3.0, subject to approvals.
Two conditions apply to the proposal: shareholder approval at an extraordinary general meeting, where the Lee-group entities and one director abstain, and the Singapore Land Authority's in-principle approval. The developer must also design, build, complete and maintain a park, a promenade and new roads, and demolish certain warehouses and buildings on the site. EdgeProp said the plan is for apartments with commercial space on the first storey, a 2ha public park and a 15m-wide waterfront promenade.
The Master Plan Change in Kallang, With CT FoodNEX as Reference
The proposal sits inside a wider change. EdgeProp reported that in August 2026 URA proposed amending the Master Plan to convert the whole privately owned Kallang Distripark industrial and warehouse site into a new neighbourhood of homes. The estimate is 2,250 to 2,550 units across three plots, together with a 1.8ha reserve site, a 2ha neighbourhood park and added roads. The other two plots are largely freehold and meant for homes only.
Analysts cited by EdgeProp in August estimated 600 to 800 units on the portion Bukit Sembawang is proposing to buy. The site lies in city-fringe Kallang, about 5km from the city centre, near Geylang Bahru and Kallang MRT stations and major expressways.
Reading the Kallang Filing for Industrial Holders Like CT FoodNEX
Bukit Sembawang said, according to EdgeProp, that the deal diversifies a portfolio whose projects include Luxus Hills, Seletar Hills Estate and Sembawang Hills Estate. For investors holding or weighing industrial space, the report supplies fixed reference points: the remaining lease, the approvals still to be sought, and the URA proposal for the wider estate. At the time of the report none of those steps had concluded, and the figures above are the ones EdgeProp published.
